Green finance is a complex and rapidly evolving field. The UK Government introduced its Green Finance Strategy (GFS) in 2019, updated in 2023, to position the UK as a leader in green finance.
It is widely acknowledged that mobilising private investment, alongside continued and well targeted public investment, will be an important enabler for the government to achieve its priority of ensuring nature’s recovery. The Environmental Improvement Plan (2023) includes a commitment to mobilise ‘at least £500 million of private finance per year into nature’s recovery in England by 2027, rising to more than £1 billion per year by 2030’.
To improve its oversight, the OEP commissioned an evidence review of the green finance landscape. The report provides an overview of the field, identifying key strategies, actors and challenges in mobilizing investment for nature recovery, and strengthens the OEP’s understanding and capacity to scrutinise government progress effectively.
